Why exchange health information electronically?

Eliminating the challenges of paper-based records means quicker diagnosis and treatment, in a medical emergency or routine office visit. In addition to reducing delays, health information exchange (HIE) helps eliminate mistakes and duplicate tests, decreasing patients’ out-of-pocket expenses for unnecessary medications, radiology tests, lab tests and hospitalizations. 


How is my data protected?

Your personal health information is protected by physician-patient confidentiality, federal and state privacy regulations and the most advanced technical safeguards available. Electronic records offer the added security of electronic tracking systems, which provide a history of when records have been accessed and who has accessed them.


What do I do if I choose to not participate in NCHIIN?

You have the right to prevent your medical provider(s) from viewing the information in your historical care records.  This is called the Patient Summary Record. This right is referred to as “Opt- Out.” 

If you choose to opt-out, your care providers will NOT be able to access the electronic information in your health history, even in the case of an emergency, which could save your life in some situations. Your care providers will continue to use the HIE to directly receive medical information including laboratory and other diagnostic testing results.

We strongly encourage you to talk to your care provider or NCHIIN staff and discuss your concerns regarding the electronic exchange of health information before you make a decision to opt-out. 

To opt-out, download and complete the Opt-Out form.  Once you have completed the form, return it to NCHIIN at 2662 Harris Street, Eureka, CA 95503.  Alternatively, you can fax the completed form to 707.443.2527.


Can I choose to opt back in the NCHIIN system?

Yes. You can simply complete the Opt-In form and return it to NCHIIN at 2662 Harris Street, Eureka, CA 95503.  Alternatively, you can fax the completed form to 707.443.2527.

Can I chose to exclude certain test results or pay out of pocket for a procedure so my insurance company won’t know about it?

NCHIIN cannot exclude specific information from the exchange.


Can I access my own personal health information through NCHIIN?

Unfortunately, not at this time.  Please contact your care provider as it is likely they have a Patient Portal that will allow you to access your health records, testing results and secure messaging in their electronic health record (EHR) system. Currently NCHIIN only gives authorized medical providers secure access to patient information.
