The Vision for Data Exchange in California

California’s Data Exchange Framework (DxF) is a statewide agreement that aims to improve healthcare by facilitating the secure exchange of health and social services information between providers, government agencies, and social services programs.

 

The DxF’s goals are to:

  • Transform healthcare 
  • Expand coverage 
  • Advance equity 
  • Improve connections between health and social services entities 
  • Help providers understand a patient’s full health history 
  • Provide safe, effective, whole-person care 
  • Solve public health challenges 
  • Be more flexible during public health emergencies 

 

The DxF has the potential to advance patient-centered care by accelerating data exchange between providers, health plans, and social service organizations. For example, a bidirectional data exchange would allow providers to send and receive data within one platform, instead of logging into different tools or portals.

California’s 2025-2027 Data Exchange Framework (DxF) Roadmap

The California Department of Health Care Access and Information (CDII) has published the final DxF Roadmap outlining the state’s strategy for strengthening health data exchange. The goal is to enhance whole-person care by investing in seamless and secure data-sharing across healthcare, social services, and government entities.

  • DxF Implementation Toolkit, a new resource that provides step-by-step guidance for California health and social services entities to become active Participants in the DxF.
